 This is a great idea.

 Perhaps a new   Site Admin -> Plugins   screen that lets the site admin
 choose which plugin(s) are listed on the standard Plugins screen for all
 blogs in the WPMU installation.

 When a normal blog administrator visits their Dashboard -> Plugins page,
 they will only see the plugins that have been marked as "public" by the
 site admin.

 If a site admin then visits the Dashboard -> Plugins page for a specific
 blog, they will see all all the "public" plugins, as well as the other
 plugins that aren't marked as public.
