 Just a few ideas that I have as far as plugin management goes. In a few of
 the MU environments that I manage,  I would like to give my users access
 to some plugins. We would like to give some users access to plugins like
 Akismet, and WordPress.com stats, and other things. So, maybe create a
 white hat list of plugins that all can use.

 It seems kind of illogical that shutting off plugins turns them off even
 for the admin. Keeping them accessible would be a step forward, while
 keeping them shut off.
