 This isn't a bug, but maybe something for a devnote: After this update, a
 block needs to return some HTML in order for the CSS styles to load in the
 front end.

 Testing a custom dynamic block on a classic/hybrid theme that didn't have
 any content in the render.php file resulted in no CSS loading on the page.
 This makes sense, it's just a change from how this block worked in 6.8
