 @awetz583 Thanks for calling that out. This would actually be related to
 #63676. There is a new filter `enqueue_empty_block_content_assets` which
 is specifically introduced to opt-in to enqueueing scripts and styles for
 blocks that have no content. I'm working on a dev note about it now.
