I think you didn't understand, Ze. Sergey said that language files are not
included in *plugin* package, not *core* package.
Anyway, I just tried procedure you described (Tools > Import > Install
importer) but language files aren't downloaded.
BTW, Beau responded to my post on forum about Gravatar's deployment process
of translations.
