The locale repository for your language has been created at
http://svn.automattic.com/wordpress-i18n/cpp

(the reasoning behind the 'cpp' locale is explained here:
http://en.wikipedia.org/wiki/Cape_Verdean_Creole)

Your first steps should be:
-Reading the Codex on translating WordPress (
http://codex.wordpress.org/WordPress_in_Your_Language)
-Assuming you have a working knowledge of Subversion, you can commit your
translations to the above repository when you indicate your WordPress.org
username (so we can setup permissions)
-After that you can contact the list again if you wish to setup a
cpp.wordpress.org
