Yes. They are exactly the same.
The problem with monitoring and editing reviews is that while YOU may
think someone being pissed off that a plugin didn't work right is an
unfair review, that doesn't make it an invalid review. The onus is on
you to get them to change the review.
Also keep in mind that over time, the reviews will balance out, so one
idiot review won't hurt too much.
Of course getting people who are happy to leave a review is always tough :/

Yes it sucks, but it's what happened, and they were right to give a bad
rating for it. That stuff happens. How you handle it is what makes or
breaks you, not THAT it happens.
