Comment:

 'Inactive' is a role set by bbPress 1.x which is exclusive to the forums
 alone. BuddyPress does not actually use this, and those roles will be
 removed in future versions of BuddyPress after the upgrade to bbPress 2.x
 completes.

 Confusing, yes, but not actually a bug; just poor user experience.
 Apologies, and we're working on improving this already and soon.
