That's a patch offered by a contributor, but it has not been committed yet
to core. You'll see a changeset such as [12345] (which would link to
http://core.trac.wordpress.org/changeset/12345) posted in a comment by one
of the committers if that were the case, and the ticket (if complete) would
be closed as "fixed" on the milestone the change would be in (currently we
are on 3.0.1 and 3.1).

"Updated to latest trunk" means that the patch was refreshed and
re-generated against the HEAD revision (the latest revision of trunk),
presumably since code changed nearby thus making the patch no longer apply
cleanly, or because the contributor simply wanted to refresh it.
