[wp-polyglots] Japanese localized site request & question

WordPress Japan contributors came to a consensus that we would like to
start maintaining http://ja.wordpress.net/ site.
I will be the point of contact for now - let me know what information
I need to provide to start working on the site.

Another question - is there a list of localized wordpress.net sites somewhere?
I know there are some out there (http://id.wordpress.net/,
http://nl.wordpress.net/, http://malaysia.wordpress.net/). As the list
grows, it would be nice to have links to these sites on WordPress.org
homepage.

WordPress.com has "Preferred Language" dropdown and Codex has
"Translations" links. We should consider a consistent way of
indicating localized content for non-English readers who come across
these English WordPress sites.
