"Upselling" your own stuff is fine. For example, if the free plugin is
a lite version, then "advertising" the pro version is fine.

That guideline is specifically directed towards things like google ads
or other third-party advertising, which would show ads for things
other than your own stuff.

But it's fine to pimp your own wares. Not generally very effective if
you make it too obnoxious though.
