 I discussed it with donncha last week, and he confirmed that it is in fact
 a bug.

 On WordPress.com when they encounter this they just add that specific site
 admin as an actual administrator on the blog.

 It's a pain, but at least it's a workaround in the mean time.

 Does anyone have any ideas on how to fix this?
