Comment:

 I'm unable to recreate this issue under 2.8.4. I've checked multiple
 emails coming from PHPMailer that all have a single MIME header.

 Also unable to see where wpmu-functions.php has changed MIME headers
 between 2.8.2 and 2.8.4 that would cause this.
