Comment:

 The banned email addresses are stored as a serialized array, which gets
 unserialized and array_walked properly. Looking at where
 is_email_address_unsafe also looks like everything works properly.

 Tested signing up on 2.8.4 and 2.8.5 and banned emails work fine.
