 In wp-admin/includes/upgrade.php there is an update_site_option() that
 sets that to '' but it won't run when upgrading from recent 2.8.x versions
 as the db version number hasn't updated.

 I'm loath to update the db version because some plugins may depend on it
 matching the one in WordPress itself but this is obviously a problem for
 those upgrading.
