Comment:

 The same thing happened to Mark Jaquith at WordCamp NYC (while demoing my
 buddymatic theme framework :D)

 I haven't confirmed but I believe what causes this is upgrading an install
 that used to have buddypress enabled but at the time of install was
 deactivated.

 If you added a line to the upgrade code to remove the
 deactivated_sitewide_plugins site option that would work for anyone
 upgrading from 2.8.1 - 2.8.4 to 2.9 when 2.9 is rolled out.
