 DeannaS - set your primary blog to a particular blog (not the main blog)
 and logout. Now go the front page of your site and login again. Are you
 redirected to the primary blog?

 The primary blog is for when the user doesn't have permission to use the
 current blog and we need to redirect them to a blog they do have access
 to.

 I think it's ok the way it is now. (Especially if 2.8.3 is supposed to go
 live today!)
