Comment:

 Ok, it would appear that's a no.  I manage a blog network for my school
 administrators and the students, and i would say only about 1.0 percent of
 all students and faculty know how to code CSS.  This is just an
 impractical feature for most users.

 I myself have to use a n edited version of the admin bar script because it
 does not work for my site in ti's current state.  Plug-ins in the core
 code is not a good idea.
