A perfect example is the recent addition of the admin bar. If you look at
the forums, you'll see a number of people complaining about it and asking
how to remove it. (Sorry, just a recent example.)
What works for one install doesn't work for others. On my installs, if
this was added in, I would have a nightmare as I would have to remove the
solution we already have in place to provide custom CSS.
Some of us use an CSS editor as an upgrade or additional feature that
helps support their installs. To have it as general code would cause
financial problems for those admins.
And if you;ve even tried teaching CSS to a soccer mom, you'll know that
it's not an easy task. CSS modification is not for everybody. :)
