 WordPress 2.7 no longer uses Snoopy.  The file is still there for plugins,
 but it is not included by default.  Porting the 2.7 changes to WPMU will
 eliminate most uses of snoopy from WPMU. The remainder are trivially easy
 to move to wp_remote_request().
