 Refer to automattic support ticket thread VIP #PLT-407073

 Basically, stop worrying about the stuff that caused mixups in 2.6.3, and
 just replace snoopy with something better and more actively maintained.

 I'd like to see this for 2.8, happy to help if someone can point me at the
 "new HTTP request API"
