 In cases where signups are restricted to users only, the current messaging
 on wp-signup.php says:

 Fill out this one-step form and you'll be blogging seconds later!
 }}}

 In many cases, this is misleading or untrue, as users who register will
 *not* be blogging in seconds (or at all). I'd like to have this text be
 suppressed unless signups are allowed for blogs in addition to users.
