 Just tried again on a r1185 install with the partial cache fix from that
 other ticket.  have three people listed for blog #1 on the wp-admin/wpmu-
 blogs.php page.  I created a new blog using the form at the bottom of the
 page using the email address of the third user from that list.  Afterwards
 I only have 2 of them in there.

 In this specific case of it being blog 1, all three users remain in the
 line under Site Admins on the Site Amdin -> Options page.  The user is
 removed from the Authors & Users page though from within the blog and has
 to be added back in.
