 When managing categories (wp-admin/category.php), adding new ones or
 deleting old ones, the cache is not cleared, so even though the database
 operation was performed, the display was incorrect.

 The problem was not in WPMU 1.3, but started appearing in WPMU 1.3.2.

 Cache was enabled using ENABLE_CACHE in wp-config.php
