 You should look at this plugin: http://wordpress.org/extend/plugins
 /secure-admin/

 That will handle the backend, I presume the frontend can be changed with
 either mods to a custom template, or using an output handler to change
 http:// links to https://

 Unfortunately modifications to core WordPress files are discouraged. I'm
 going to close this ticket as it's better to continue this in the MU
 forum.
