 I've actually done almost exactly this, but as a plugin. It's not released
 yet, but seems to be working fine in my development environment (part of a
 much bigger project). It makes use of the WP Object Cache as well.

 I've attached it so see if that helps? Just drop it into mu-plugins and
 then you can call/use it whereever you want.
