 Applied this in [1093]

 I wonder if this will produce passwords that are less random? Someone
 trying to break a generated password could depend on a pattern for each
 character. Each character in the password can now be one of half or less
 number of characters than what it would be if simply using the previous
 method of generation.

 Not closing this ticket just yet, may revert the change.
