 Throwing my 2 cents in here.  I agree that upgrading these blogs probably
 should be done but I disagree with it occuring with the general upgrade.
 With the thousands of spam blogs we all have, I feel it would just be time
 consuming and unneeded as most if not all of those spam blogs will never
 be upgraded.

 I would rather see the upgrade script be run, if needed, when a blog is
 returned to active status when it's marked as being Not Spam, Not Deleted,
 or Not Archived.

 I feel this would be a better solution over wasting all that time running
 upgrade on blogs that will never be returned to their owners.
