 When installing a new WPMU version and running the upgrade script all
 blogs that are labeled as spam, deleted, or archived are deliberately not
 upgraded.  This makes it difficult to enable these blogs in the future
 since they may no longer be compatible.  It would be best if all blogs are
 upgraded regardless of their status.  To accomplish this each blog can be
 enabled to allow its upgrade to run and then immediately disabled.  The
 attached patch will modify wpmu-upgrade-site.php to do just that.
