[wp-xmlrpc] wp.getOptions only answers from the "main" multi-site?

Alex is correct, the blog_id parameter is required, but it isn't used (you
can check the code to confirm this). The correct way to make a request for
a specific site in a MU/MS setup is to query the XML-RPC end point for that
site (as Alex mentioned).
I'll second the comments about having a newer minimum version requirement,
since WP 2.7 is nearly four years old now. That is old enough that it
doesn't even show up on the wordpress.org stats page -
