[wp-xmlrpc] New media related XMLRPC functions

Hi All.

Just a heads up that for 3.1 I've added two new XMLRPC functions and extended the list of options accessible

New functions:
	wp.getMediaItem
	wp.getMediaLibrary

Extra Options:
	The ones on Options Medai
