[wp-xmlrpc] WP 2.2.1 breaks Ruby 1.8.2

I should add that while newer versions of Ruby will support dates  
with TZ info, there are still many implementations of an XML-RPC  
parser which will not, e.g. http://xmlrpc-c.sourceforge.net/ linked  
to from xmlrpc.com.
