 This issue is still happening on Plugins, Settings → General, and Users.
 The notice first shows above the H1, then moves below it with JavaScript,
 which causes a visible layout shift.

 It looks bad and feels unstable while the page loads. Since the notice is
 printed in the wrong place and then moved, maybe it’s time to fix it
 properly instead of depending on JS to adjust it.
