Comment:

 Milestoning this to 7.0 since it was just reported (#64723) in the context
 of the current milestone. I realize we may need to punt to Future Release
 without the ticket having an owner.

 It would be preferable to making `#wpbody-content` hidden until admin
 notice is moved to the right place, if we can't print in the right place
 to begin with (and plugins can output these notices anywhere in the DOM as
 well). The layout instability really bugs me.
