Comment:

 Thank you for the proposal. However, given that WordPress also is designed
 for the majority, a very few number of users relatively would turn off
 these styles. What's more is that if they were to turn off these styles,
 then the result would be broken frontend. Therefore, this is most
 appropriate to be added as code in a theme which is specifically designed
 to work without block styles. This is especially true for the case where a
 custom theme is active that doesn't need these styles, but then a user
 switches to another theme which does need the styles. If they don't
 remember to uncheck the proposed checkbox, then they would have a broken
 site.
