 Hello @ravikhadka and welcome to Trac!

 This is a well put proposal, but...

 1. WordPress Core Philosophy [https://wordpress.org/about/philosophy/]
 says "Decisions, not options".
 2. Such user facing (UI) option will create a way for users to shoot
 themselves in the foot.
 3. If these Global Styles is so bad for performance, and unnecessary, why
 not propose to remove the feature and move it to a plugin?
 4. Developers are expected to be able to read documentation and add lines
 of `remove_action` when needed.

 I think this is a bad idea.
