 Thanks for the suggestion of removing `pnmp`, @desrosj.

 Unfortunately I tried that locally and am still getting hash differences
 when running `npm run build` compared to https://core.trac.wordpress.org/,
 etc. I've confirmed I'm using the same node version as used on the build
 server. I've checked on the 6.9 branch and they match the build server
 hashes.

 A difficulty I'm having with the multiple scripts is that it's no longer
 clear where I should be checking code, I attempted to add a bunch of
 `NODE_ENV` defintions to the GB package file but they get wiped out during
 the build process.
