Wasn't this the same previously for all GB related code? We'd have to
search both repos?

Syncing Gutenberg is now much easier without the need for publishing
packages, so I'm not sure how coordinating changes is now more
complicated?

What's different here from before? We didn't have these benefits of a
monorepo before either? A huge amount of files were not version
controlled. There's only a tiny fraction of files that have changed to be
no longer version controlled in core.
