 Additional note: the addition of display:flex to #major-publish-actions
 has caused us some issues with the photo directory. In particular some of
 the actions we added to do that work has gone wonky.

 We can override the styling, but I'm wondering if this was intended. And
 if so, what about back compatibility? Might need some additional design
 work here.
