 Drag and drop really only impacts accessibility when it's about moving
 items around in a document. Drag and drop uploaders are only a problem if
 there isn't a browser dialog that can be used to get items from your
 desktop. Native browser upload already has a drop region; it just doesn't
 actually handle the upload process, so this just enhances native behavior.

 I'm in favor of adding this, in part to make upload experiences more
 consistent across these different interfaces.
