 Hi, I’ve tested this issue on several WordPress installations (v6.6.2, PHP
 8.2) using both default and custom themes. The behavior remains the same —
 the comment link is hidden when comments are closed, even when the layout
 expects it to stay visible for consistency.  It would be useful to have a
 parameter or filter in comments_popup_link() to allow the comment link to
 always display, even when comments are closed. This would help theme
 developers maintain uniform design and markup across posts.  Thanks for
 revisiting this ticket — it’s still relevant in current builds.
