 Hi, I tested this behavior across several of my WordPress installations
 and confirmed that the issue still occurs on recent versions.  Environment
 WordPress core 6.6.2  PHP 8.2  Themes: Twenty Twenty-Four and a few custom
 child themes  Test cases I ran tests on multiple live sites to verify that
 the comment link does not display when comments are closed, even though
 the design requires it to remain visible. Examples:  https://jlist.co.uk/
 https://politicalwire.co.uk/  (All use current WordPress builds and
 standard comment templates.)  Observed behavior On all these sites, the
 comment link disappears whenever comments are disabled for a post, which
 causes layout inconsistencies and user-interface gaps in themes that
 expect the link element to remain.  Expected behavior It would be helpful
 to have an option or filter to always display the comment link, even if
 comments are closed — maintaining consistent markup and design across
 posts.
