 The Gutenberg repository has multiple issues about the 'snackbar'
 component:
 https://github.com/WordPress/gutenberg/issues?q=is%3Aissue%20state%3Aopen%20snackbar

 - GB47446 mentions both the location and the desire to open a link in a
 new tab.
 - GB16391 refers to the 'proximity of controls' concept.
