Comment:

 Thanks for the ticket and the discussion. I'm going to go ahead and close
 this as won't fix. There's a pretty clear path to customize the
 capabilities required for users to modify CSS via a plugin.

 I'll also highlight that (IMO) the restriction isn't only about unfiltered
 HTML, but a broader assumption that site administrators should not have
 the capability to change the look and feel of a site beyond the themes
 that are made available to them. Providing options to fine tune these
 capabilities is great plugin territory.
