Comment:

 I'm going to leave this open and take ownership. These are actually two
 separate issues: this ticket is about a lack of validation on the content
 of the field, where #60969 is about an inaccessible error message.

 I think that the patch is unnecessarily complicated, however; I'll
 incorporate the fix into the work on #60969 and resolve them both.
