 As per today's bug scrub: This issue is also addressed by
 https://core.trac.wordpress.org/ticket/60969#comment:19

 The other ticket is more recent so it should in theory be closed in favor
 of this one, but #60969's patch is more complete. I'll go ahead and move a
 list of everyone who commented here in the other ticket so they can all
 receive props for their work.
