 @pbiron's point is key here. Providing any kind of bulk action is
 difficult without being able to better define the problem.

 My gut says there are a few people out there (like @pbiron) who have had
 to solve the problem for their use case, but that it's not a common enough
 thing to be able to say: "these are the parts that should work the same
 every time for every network."

 For those running small multisites, it's pretty easy to perform the same
 export on a handful of sites and gather that data manually. Those managing
 very large multisites likely have the resources to script or hack in an
 answer.

 Realistically, for this to move forward, it should be a feature plugin
 that helps to demonstrate a need. I'd imagine the featured plugin is
 managed/maintained by someone who first needs to solve this problem for
 themselves so that they're close to the issues that need solving. Any core
 activity in the meantime should be around making sure blockers to the
 functionality within core are addressed rather than providing anything
 new.

 Appreciating the patch work @pbiron has done here, I think closing as
 maybelater is the right option.
