 Yes, this is why #63012 should be done first. Minifying stylesheets is a
 best practice to reduce time spent downloading render-blocking
 stylesheets. It's also a dependency for inlining, but whether or not they
 actually should all be inlined would be discovered as part of the research
 for #63018.
