 I updated https://github.com/WordPress/wordpress-develop/pull/7556 to
 simplify the approach, relying on built-in Imagick functionality when
 available.

 @tb1909 if possible, can you try re-testing the patch? Tests are passing,
 however some manual testing would be helpful.
