 Actual Results
 With Classic Editor active for the post:

 When we select the "Uncategorized" category, categories with IDs starting
 with 1 are not automatically selected. Additionally, if categories with
 IDs starting with 1 are already checked, unchecking the "Uncategorized"
 category does not automatically uncheck them.
